A slurry, usually waterproofed cement, brushed hard into a prepared substrate so that the layer above bonds to it monolithically rather than sitting on it.

It is why coba stays attached to a slab. Omitting it is the single most common reason a terrace sounds hollow a few years after it was laid, and it is invisible once covered.
